(S3) suggests that building recommenced on the London Road frontage shortly after 1821. Between Windsor Road and Guanock Place on the east side of London Road, William Newham (town chamberlain at the time of the second Paving Act of 1806) and others erected a range of two- and three-storeyed houses. By 1830 the development of London Road was largely complete.
